Pourquoi occulter les arbitrages sur lesquels sont fondées l'action – et l'inaction – publiques ? Qu’il s’agisse en effet des pandémies, du cancer du sein, des discriminations, de l’aide au développement, de l’intégration européenne, ou de la protection de l’environnement, de nombreux problèmes publics sont aujourd’hui dépolitisés. Ils ne sont pas discutés en tant que choix de société mais confinés du débat démocratique. Explorant des politiques très différentes, cet ouvrage enquête sur les modalités de cette dépolitisation, ses procédés rhétoriques et ses dispositifs (secret, confinement, délégation). Il s’attache à en comprendre le succès, en identifiant ses usages politiques et contextes privilégiés. Il en analyse enfin les conséquences, sur les politiques publiques qui en font l’objet, les acteurs et groupes sociaux qui y sont exposés, et les systèmes démocratiques dont cette dépolitisation de l’action publique éprouve les fondements.

Although strengthened by the NOTRe law (August 7, 2015), intermunicipal institutions remain (still) at the end of the 2020 municipal election campaign a level of public action that is not very visible to citizens. The electoral debates have not indeed produced the conditions for a (new) democratic debate on intercommunality.
