Résumé

Cet article questionne l'état de la politique d’immigration et d’intégration de la Grande coalition au début de la 3e législature d’Angela Merkel. Le regard rétrospectif sur les décisions politiques et les avancées législatives les plus récentes, et l’état des lieux à l’automne 2014 montrent une Allemagne en voie de modernité migratoire. L’analyse met en lumière une société « post-migratoire » contrastée, caractérisée par l’intensité croissante des flux, et soucieuse de résoudre les problèmes d’intégration (persistants ou émergents) au plan économique, culturel, social et politique. Que penser de la « culture de bienvenue » affichée dans le discours politique ? Peut-on parler d’un nouveau modèle migratoire allemand ? Telles sont les questions essentielles soulevées dans cet article.

 

Zusammenfassung

Grundsätzlich gilt es in diesem Artikel, den Stand der Migrations- und Integrationspolitik der Großen Koalition unter Angela Merkels 3. Legislaturperiode zu hinterfragen. Der retrospektive Blick auf die politischen Entscheidungen und die neuesten legislativen Entscheidungen, sowie eine Bestandsaufnahme im Herbst 2014 zeigen das Migrationsland Deutschland auf dem Weg zur Modernität. Die Analyse zeigt eine vielfältige „post-migratorische" Gesellschaft auf, gekennzeichnet durch zunehmende, intensive Migrationsflüsse, und auf der Suche nach einer Lösung der (noch bestehenden bzw. neu gestellten) Integrationsprobleme im wirtschaftlichen, kulturellen, sozialen und politischen Bereich. Wie ist die im politischen Diskurs proklamierte „Willkommenskultur“ zu interpretieren? Kann von einem neuen deutschen Migrationsmodell gesprochen werden? So lauten die Kernfragen des Beitrags.

 

Summary

The following article questions the state of the immigration and integration policy of the Grand coalition at the beginning of Angela Merkel’s 3rd legislature. The retrospective outlook on political decisions and the most recent legislative progresses, as well as the current situation in Autumn 2014 show that Germany is on its way to a migratory modernity. The analysis highlights a “post-migratory" society which is contrasted and caracterised by an increasing intensity of the flow and worried about resolving the integration problems (persistent or emerging) on an economic, cultural, social and political scale. What to think about the “welcoming culture” present in political speeches? Can we talk about a new German migratory model? These are the main questions dealt within this article.
