Résumé

Le changement climatique est passé de l'état de risque à un état de fait. Cette situation est annoncée par l’irruption des politiques d’adaptation dans le quatrième rapport du GIEC. L’État allemand, qui n’est pas novice en matière de politiques environnementales, investit massivement dans les politiques d’adaptation sans céder le terrain des politiques de mitigation ou première génération des politiques climatiques, entièrement dévolues à la réduction des gaz à effet de serre. Sur le plan de la mobilisation, la stratégie procède de l’adoption d’une posture sans ambiguïté à l’égard de la thèse du changement climatique d’origine anthropique sans céder pour autant à une herméneutique de la peur. Elle procède par la diffusion d’informations, l’organisation de concours et d’appels à projets pilote et par des incitations à la formation de partenariats entre Länder, villes régions, métropoles, centres de recherche, universités et acteurs privés. Si l’Allemagne semble bien rodée dans le domaine des communications généralisées structurées autour des risques globaux, elle en est encore au stade d’expérimentation à l’échelle de l’adaptation, c’est-à-dire en matière de transposition des risques à l’évaluation des vulnérabilités territoriales et de leur accompagnement par des programmes d’actions adaptés.

Abstract

The climate change passed of the state of risk in an established fact. This situation is announced by the raising of adaptation policies in the fourth report IPCC. The German State, which is not a novice regarding environmental policies, invests massively in adaptation policies without giving up the ground of the policies of mitigation or first generation, which is devolved to the reduction of greenhouse gases. From the point of view of the mobilization, the strategy proceeds of the adoption of a posture without ambiguity towards the thesis of the climate change of anthropological origin without giving in for all that to a hermeneutics of the fear. The mobilization proceeds by the distribution of information, the calls for projects and by incentives in the training of partnerships between States, cities regions, research institutes, universities and private actors. If Germany seems ground well in the field of the generalized communications structured around the global risks, adaptation is still at the stage of experimentation.


Zusammenfassung

 Das Klimawandeln ist auf dem Weg von einem Risiko zu einem Fazit zu sein. Diese Situation ist durch den Einbruch der Anpassungspolitiken im vierten Bericht des GIEC angekündigt. Der deutsche Staat, der kein Neuling auf dem Gebiet ökologischer Politiken ist, investiert in die Anpassungspolitiken massenhaft, ohne das Gebiet der erste Generation der klimatischen Politiken abzugeben, die als Verminderung von Treibhausgasen Politiken zu verstehen sind. Die Kommunikationsstrategie des deutschen Staat beruht auf eine Mitteilung ohne Zweideutigkeit hinsichtlich der These des menschlichen Ursprunges des Klimawandelns ohne in eine Hermeneutik der Angst zu geraten. Sie geht von der Informationsverbreitung, der Organisation von Wettbewerben und von Rufen an Pilot Projekte vor die Partnerschaften zwischen Ländern, Metropolen, Forschungszentren, Universitäten und private Träger bilden können. Wenn Deutschland gut eingefahren auf dem Gebiet der allgemeinen Risiko Kommunikationen zu sein scheint, ist sie noch im Stadium der Erprobung im Maßstab der Anpassung, das heißt auf dem Gebiet der Übertragung der Risiken in einem Krisenmanagement.
