Le rôle des élites catholiques allemandes dans les deux transitions politiques de la première moitié du XXe siècle a une valeur paradigmatique très importante pour l'histoire tout entière de l'Église. Les catholiques sont appelés à résoudre le problème, toujours controversé, du rapport entre conception religieuse et démocratie.
Cet essai se propose d'éclairer, en s'appuyant sur une vaste documentation issue des Archives Secrètes du Vatican et des Archives de la Sainte Congrégation des Affaires Ecclésiastiques Extraordinaires, le lien étroit entre l’évolution du catholicisme politique allemand et le processus démocratique en Allemagne, et de mettre aussi en évidence le rôle central d’ Eugenio Pacelli (un des papes les plus germanophiles que l'Eglise ait connus) de sa nonciature à Berlin jusqu’à son Pontificat sous le nom de Pie XII.
Sous Weimar, l'identité des élites catholiques se définit par une nette opposition aux idéologies révolutionnaires, surtout l’idéologie bolchevique : face à la menace communiste, le soutien au Zentrum s’affaiblit fortement, cédant le pas à des tendances réactionnaires de caractère nationaliste, de plus en plus subordonnées à la droite radicale.
Dans le deuxième après-guerre, les catholiques s’engagent dans une action plus active visant à la fois à donner une nouvelle légitimité à l’Allemagne au sein de la communauté internationale et à établir un ordre constitutionnel moderne reconnaissant les droits sociaux.

 

Die Rolle der deutschen katholischen Eliten in den beiden Demokratisierungsprozessen der ersten Hälfte des zwanzigsten Jahrhunderts ist von größter Bedeutung für die gesamte Geschichte der Kirche. Die Katholiken wurden aufgerufen, das umstrittene Problem des Verhältnisses zwischen Religion und Demokratie zu lösen.
Dieser Aufsatz soll anhand einer umfangreichen Dokumentation des Vatikanischen Geheimarchivs und der Kongregation für Außerordentliche Kirchliche Angelegenheiten die enge Verbindung zwischen der Entwicklung des deutschen politischen Katholizismus und dem Demokratisierungsprozess in Deutschland beleuchten und dabei auch die zentrale Rolle Eugenio Pacellis, zuerst als Nuntius in Berlin und später als Papst Pius XII, hervorheben, der als einer der deutschfreundlichsten Päpste in der Geschichte der Kirche gelten kann.
In der Weimarer Zeit zeichnete sich die Identität der katholischen Elite durch die klare Abgrenzung von den revolutionären Ideologien, insbesondere der bolschewistischen, aus. Die kommunistische Bedrohung ließ  die Unterstützung für das Zentrum allmählich nachlassen und förderte stattdessen reaktionäre Tendenzen nationalistischer Prägung, die immer mehr in die Nähe der radikalen Rechten rückten.
Nach dem Zweiten Weltkrieg wurden die Katholiken aktiver mit dem doppelten Ziel, einerseits Deutschland eine neue Legitimität innerhalb der internationalen Gemeinschaft zu geben und andererseits eine neue, die sozialen Rechte anerkennende Verfassungsordnung zu errichten.

 

The role of the catholic elites in the two German post-war transitions had a paradigmatic value of utmost importance for the history of the Church. The Catholics were engaged to solve the growing controversial issue of the relationship between democracy and religious perspective.
The article aims at highlighting the close link between the evolution of the German political Catholicism and the democratic process in Germany by the means of an extensive archival documentation (Vatican Secrets Archives and Archive of Congregation for Extraordinary Ecclesiastical Affairs), which points out the central role of Eugenio Pacelli, first of all as apostolic Nuncio in Berlin, and later on as Pope Pius XII (one of the most pro-German pontiffs in history of the Church).
In the first period, the identity of the catholic elites was defined by the contrast with the revolutionary ideologies, particularly that Bolshevik one. Because of the communist threat, the support for the Zentrum gradually gave up to regressive nationalist tendencies of subordination to the radical right.
After World War II, Catholics tried to play a more active role, aiming at the promotion of the re-legitimation of the Germany in the international community and the building of the modern constitutional order, including new social rights.
