Les élections générales de 2017 marquent le début d'une nouvelle étape dans le développement du système des partis allemands. Pour la première fois, un parti a été élu au Bundestag allemand avec l'AfD, dont les représentants sont à plusieurs reprises attirés par des positions extrémistes de droite. Et avec le renforcement de l'AfD, les mécanismes antérieurs de formation de la majorité le long des frontières politiques sont de moins en moins efficaces. Néanmoins, le système des partis en Allemagne est encore plus ancré dans les structures régionales et sociales que dans de nombreux pays voisins. CDU/CSU, SPD, FDP et Alliance 90/Les Verts ont leurs bastions en Occident. La gauche et l'AfD bénéficient beaucoup plus de l'atmosphère de protestation plus répandue en Orient.

On ne sait toujours pas si l'AfD peut s'établir de façon permanente. En tant que porte-parole contre le cosmopolitisme, l'hétérogénéité culturelle et l'intégration européenne, les populistes de droite trouvent maintenant un écho dans toute l'Europe. En Allemagne, cependant, les partis conservateurs nationaux n'ont réussi à se défendre que s'ils se distancient de manière décisive et crédible de l'extrémisme de droite et du racisme.

Summary

The 2017 federal election marks the beginning of another stage in the development of the German party system. With the AfD a party is now elected in the German Bundestag, whose leading representatives attract attention time and again through right-wing extremist positions. And with the strengthening of the AfD, the previous mechanisms of majority building along the political borders are less and less effective. Nevertheless, the party system in Germany is still more firmly rooted in regional and social structures than in many neighboring countries. CDU/CSU, SPD, FDP, and Alliance 90/The Greens have their strongholds in the West. The Left and AfD take their profit much more from the more widespread protest mood in the East.

It is still unclear whether the AfD can establish itself permanently. As a mouthpiece against cosmopolitanism, cultural heterogeneity and European integration, right-wing populists are now finding resonance throughout Europe. In Germany, however, national-conservative parties have only been successful in the past if they have decisively and credibly distanced themselves from right-wing extremism and racism.

Zusammenfassung

Die Bundestagswahl 2017 markiert den Beginn einer weiteren Etappe in der Entwicklung des deutschen Parteiensystems. Erstmals ist mit der AfD nun eine Partei im deutschen Bundestag vertreten, deren Mitglieder immer wieder durch rechtsextremistische Positionen auffallen. Und mit dem Erstarken der AfD greifen auch die bisherigen Mechanismen der Mehrheitsbildung entlang der politischen Lagergrenzen immer weniger. Dennoch ist in Deutschland das Parteiensystem regional und sozialstrukturell noch immer stärker verankert als in vielen Nachbarländern. CDU/CSU, SPD, FDP und Bündnis 90/Die Grünen haben ihre Hochburgen im Westen. Die Linke und die AfD profitieren weitaus stärker von der verbreiteteren Proteststimmungen im Osten.

Offen ist derzeit noch, ob sich die AfD dauerhaft etablieren kann. Als Sprachrohr gegen Weltoffenheit, kulturelle Heterogenität und europäische Integration finden Rechtspopulisten derzeit in ganz Europa Resonanz. In Deutschland allerdings konnten sich bislang national-konservative Parteien nur dann behaupten, wenn sie sich entschieden und glaubhaft von Rechtsextremismus und Rassismus distanziert haben.
